Fiscal Note
This resolution approves the policy for the City’s collection of the Resource Recovery Special Charge. The City of Madison’s 2022 Operating Budget includes $1,500,000 in revenue to the City from this charge. All Resource Recovery Special Charge revenues will be collected in a special revenue fund, from which $1,500,000 of the City’s costs for the recycling program will be paid.

Approving the Resource Recovery Special Charge Policy

WHEREAS, on April 19, 2022, the Common Council adopted Ordinance ORD-22-00029, File No. 70344, creating Section 4.097 of the Madison General Ordinances, which ordinance established a resource recovery special charge in the City of Madison; and,

WHEREAS, the intent of the resource recovery special charge is to recover the costs to the City to support the increasing collection, sorting and recycling costs incurred by the City’s recycling program to provide curbside recycling services. Pursuant to adopted City policy (RES-10-00362, File No. 17693), the City provides these services to most properties with 8 or fewer residential units along with some small commercial properties and some larger residential properties. Only properties provided this service will be specially charged under the ordinance; and,

WHEREAS, under Subsection 4.097(4) of this Ordinance, the Streets Superintendent is required to prepare a resource recovery special charge policy that establishes the method of calculating and apportioning the resource recovery special charge, which policy is to be submitted to the Common Council for approval; and,

WHEREAS, the Streets Superintendent, in consultation with the City Attorney and the Finance Department, have prepared a resource recovery special charge policy for approval by the Council.

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the resource recovery special charge policy prepared in accordance with Sec. 4.097, which policy is attached hereto; and,
