Fiscal Note
The proposed resolution authorizes awarding a one-year, sole source contract to Bruce Municipal/Macqueen Equipment group for annual preventive maintenance on street sweepers and vactor trucks at an estimated cost of $350,000. The contract includes four options for one-year renewals; the estimated cost of the contract if extended for all optional renewals is $2,228,362. Funding for the project is available in Fleet Services Operating Budget. No additional appropriation is required.

Body
Elgin street sweepers and vactors are purchased through contract from the dealer Bruce Municipal. The Fleet Service preventative maintenance program, which has been developed to prevent costly repairs and minimize downtime, requires annual inspection to prevent failure of components and replacement of common wear items on this equipment as per manufacture recommendations; and,

WHEREAS, this specialized equipment is very complex and manufacturer specific, so that utilizing Bruce Municipal maintains factory warranties and the annual preventative maintenance provides complex inspection of components that may lead to warrantable repairs; and,

WHEREAS, Bruce Municipal maintains factory-trained staff, specialty tools, and comprehensive
diagnostic equipment and software; and,

WHEREAS, the City’s fleet of street sweepers and vactor trucks, operated by the Streets and Engineering divisions are integral to maintaining public safety and cleanliness of the city streets, storm water basins; and,

WHEREAS, MGO 4.26 requires Common Council approval of purchases of $50,000 or more if the vendor was not selected through a competitive selection process, and the reasons for selecting this vendor are se...
