The proposed resolution amends the existing contract for design and engineering services for Pleasant View Road to add additional scope of work at an estimated cost of $23,900. Funding is available in the Pleasant View Road - Phase 1 Reconstruction Project in Engineering-Major Streets (MUNIS 10284-402-170). No additional appropriation is required.

PREAMBLE:

The City of Madison and City of Middleton are proposing to reconstruct Pleasant View Road from USH 14 to Timber Wolf Trail in 2023. The City of Madison is the lead agency for the project and has entered into a design engineering contract with Strand & Associates, Inc. The City of Madison and City of Middleton are both participating in the design and shall cost share the design engineering contract. The City of Madison is conducting the Pheasant Branch Watershed Study; the Pleasant View Road reconstruction project is within the Pheasant Branch Watershed Boundary.

The project includes acquisition of right of way and easements for the project. In order to save funds on land acquisition, the City has redesigned an existing stormwater pond rather than purchasing land for a new pond. The redesign included additional permitting and the grant application for $500,000 of cost share funding for reconstruction of the pond. To verify and solidify the proposed recommendations from the watershed study (including the Pleasant View Road stormwater improvements), review of the computer modeling is requested. These tasks were unknown at the time Amendment #1 was approved. The City Engineer proposes that this effort be undertaken by Strand Associates, Inc.
