The proposed resolution authorizes up to $25,000 for a façade improvement grant.The Façade Improvement Grant capital program was folded into EDD’s Small Business Equity and Recovery capital program for the 2021 Adopted Capital Budget with the expectation that façade improvement grants will continue through this new program once the remaining budget authority from the 2020 Façade Improvement Grants capital program is disbursed. This grant will be funded by the Economic Development Division’s 2022 Façade Improvement Grants capital program, which is estimated to have approximately $23,000 in remaining grant authority, and the Small Business Equity and Recovery Program. No additional City appropriation is required.

Authorizing a Facade Improvement Grant to CapSquareWing, LLC for a project located at 101 N Hamilton Street. (4th AD)
Body
WHEREAS, on October 3, 2000, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program; and
WHEREAS, the grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a “flatiron” building; and
WHEREAS, the Facade Improvement Grant Program Staff Team has reviewed the proposal from CapSquareWing, LLC and determined that it meets the requirements of the Program; and
WHEREAS, the Urban Design Commission and Landmarks Commission have reviewed the proposal and recommend design approval consistent with File 66291 and 67493.
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following Facade Improvement Grant:
1. Grantee: CapSquareWing, LLC, located at 101 N Hamilton St.
2. Scope: The owner is undertaking a comprehensive façade improvement project to repair and substantially enhance the exterior appearance of the flatiron building located at the corner of Mifflin and Hamilton Streets including:
a. Paint exterior walls and trim
b. Trim
c. Fypon Cornice/Signage
d. New windows
e. New doors
f. Masonry repairs, tuck-pointing, limestone base band
g. Concrete foundation for entry/stoop
h. Exterior lighting
i. Design and permit fees
3. Project Cost. Total project cost is estimated at $126,440.00. Façade Improvement Grant shall not exceed $25,000.
BE IT FINALLY RESOLVED that the Mayor and City Clerk are authorized to execute a grant agreement with the Grantee and any other documents necessary to complete the purpose of this resolution in a form approve by the City Attorney.
