Amending Section 33.01(7)(d) of the Madison General Ordinances regarding cancellation of Sub-Unit meetings.

DRAFTER’S ANALYSIS: This ordinance requires a chair of a Sub-unit to consult with the vice chair prior to cancelling a meeting of the Sub-unit.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subdivision (d) of Subsection (7) entitled “Officers and Agendas” of Section 1 entitled “Boards, Commissions, and Committees Procedures” of Chapter 33 entitled “Boards, Commissions, and Committees is amended as follows:
“(d) No alderperson shall be the chairperson, co-chairperson, or vice-chairperson of any Sub-unit authorized to have more than two resident members appointed by the Mayor and confirmed by the Common Council, except where an office is not filled by a non-Alder member of the Sub-unit. In no event shall alders serve as both chair and vice-chair of the same Sub-unit at the same time. In the event the resident chair and vice-chair are absent from a meeting, an alder, upon consensus of the members present, may assume the chair. Prior to cancelling any meeting, the chair shall consult with the vice-chair at least 24 hours in advance of the meeting, except in the case of an emergency requiring the chair’s absence or in the case of a lack of available quorum, in which case the chair shall consult with the vice-chair at least two hours prior to the meeting. If the chair does not consult with the vice-chair in compliance with this requirement, the meeting of the Sub-unit shall be convened.”
