The proposed resolution authorizes the allocation of up to $700,000 for grants to 8 community non-profit agencies to help finance their provision of services to support undocumented immigrant residents beginning March 15, 2022. These grants are funded by one-time State and Local Fiscal Recovery Funds (SLFRF) from the federal American Rescue Plan Act (ARPA). Use of ARPA SLFRF funds for this purpose was authorized by the Common Council through the adoption of RES-21-00487 (Legistar File 65935) on July 6, 2021. No additional City appropriation is required.

SUBSTITUTE: Authorizing the allocation of up to $700,000 of American Rescue Plan Act of 2021(ARPA) State and Local Fiscal Recovery Funds (SLFRF), to support community-based organizations (CBOs) serving undocumented immigrant residents, as the result of a competitive application process conducted by the Community Development Division; and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated programs and services.

The proposed resolution allocates up to $700,000 for grants to 8 community non-profit agencies to help finance their provision of services to support undocumented immigrant residents beginning March 15, 2022. These grants are funded with one-time federal funds from the State and Local Fiscal Recovery Funds (SLFRF) component of the American Rescue Plan Act (ARPA).
The Community Development Division used a competitive application process to develop recommendations to allocate ARPA SLFRF funds The allocation of ARPA funds for this specific use was authorized by the Common Council on July 6, 2021, through the adoption of RES-21-00487 (Legistar File 65935) to support operating costs associated with immediate needs in the community.
The goal of this funding is to support community partners in their work delivering direct assistance to undocumented immigrant individuals and families to help them cope with the consequences of the COVID-19 pandemic.
WHEREAS, the COVID-19 pandemic has, and continues to, cause widespread economic and social disruption both locally and across the country; and,
WHEREAS, on July 6, 2021, the Madison Common Council adopted RES-21-00487, accepting and allocating a portion of the first tranche of American Rescue Plan Act’s (ARPA) State and Local Fiscal Recovery Funds (SLFRF) awarded to the City of Madison for the purpose of addressing the social and economic impacts of the COVID-19 pandemic; and
WHEREAS, within RES-21-00487, the Common Council approved $700,000 for the Community Development Division (CDD) to provide services to residents who are undocumented and amended the agency’s 2021 Adopted Operating Budget to appropriate funding; and
WHEREAS, on January 10, 2022, the CDD released application guidelines for proposals, with an application due date of January 28, 2022, and received proposals from 15 organizations; and,
WHEREAS, utilizing the criteria set forth in the application guidelines, CDD staff evaluated proposals and presented funding recommendations for consideration by the Community Services Committee: and,
WHEREAS, after receiving public comment from applicants, and considering recommendations from CDD staff, the Community Services Committee, on February 23, 2022, acted to recommend to the Common Council the award of funds to the following organizations at the specified amounts:
African Center for Community Development, Inc. $100,000
Catholic Multicultural Center, Inc. $50,000
Centro Hispano, Inc. $150,000
Community Immigration Law Center, Inc. $100,000
Latino Academy for Workforce Development, Inc. $150,000
The Rainbow Project, Inc. $25,000
Rise Wisconsin, Inc. $50,000
Vera Court Neighborhood Center, Inc. $75,000
NOW, THEREFORE, BE IT RESOLVED that the Common Council approves the funding allocations to support services to undocumented immigrant residents as detailed above and finalized by the Community Services Committee; and,
BE IT FURTHER RESOLVED that the Common Council authorizes the Mayor and City Clerk, on behalf of the City, to execute agreements with the above listed agencies, to accomplish the purposes set forth in this resolution.
