BACKGROUND

 

The State of Wisconsin received two allocations of Emergency Solutions Grant Program Supplemental Funds (ESG-CV) from the US Department of Housing and Urban Development (HUD) authorized through the Coronavirus Aid, Relief and Economic Security (CARES) Act in 2020 and 2021 and allocated Dane County Continuum of Care (Dane CoC) a total of $3,514,765. The City of Madison, as the grant recipient, entered contracts with specific agencies approved by the Dane CoC Board of Directors (RES-20-00733 and RES-21-00199). The initial contract end date for the State ESG-CV funds was April 30, 2022. However, many Wisconsin CoCs have not been able to expend the grant and the State allowed CoCs to request a contract extension through June 30, 2022. The City of Madison made the request for extension in order to fully expend the grant, and received the State’s approval to do so. 

 

The City of Madison also received a direct allocation of $2,890,929 in ESG-CV funds from HUD and contracted with specific agencies approved by the Common Council (RES-20-00733). While HUD allows the ESG-CV funds to be expended by September 30, 2022, the City initially set the City ESG-CV contract end date to April 30, 2022, in order to keep the end date consistent with the State’s deadline. However, contracted agencies have unspent funds and requested extension through September 30, 2022 for effective use of the funds.

ACTION

 

WHEREAS, the City of Madison is contracting with agencies to provide homeless services with State and City ESG-CV funds and the stated contract end date is April 30, 2022 (RES-20-00733/ File ID #62438  and RES-21-00199/ File ID # 64390); and,

 

WHEREAS, the State of Wisconsin approved the contract extension through June 30, 2022 for the State ESG-CV funds; and,

 

WHEREAS, HUD allows the contract end date of September 30, 2022 for the City ESG-CV funds; and,

 

WHEREAS, agencies have unspent funds and contract extension will allow them to fully and effectively use the allocated funds;

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to execute contact amendments with the specific agencies listed herein to extend the contract terms to June 30, 2022 for the State ESG-CV funds and September 30, 2022 for the City ESG-CV funds.
