Fiscal Note

 The proposed resolution authorizes the application for a Wisconsin Department of Natural Resources (DNR) grant. If funding is awarded, the Stormwater Utility is authorized to accept the grant, and the funding will be accepted and reflected in the 2023 Stormwater Utility Capital Budget in the Stormwater Quality Systems Improvement major program (MUNIS 11665).

(11th AD)

Body

WHEREAS, the City of Madison Storm Water Utility program is interested in obtaining a cost-share grant from the WDNR for the purpose of funding the installation of green infrastructure in the Green infrastructure Pilot area in the form of rock cribs and permeable pavement; and

WHEREAS, A resolution guaranteeing acceptance of the funds, should they be awarded to the City is necessary to apply for this grant; and

WHEREAS, the City of Madison Engineering staff attests to the validity and veracity of the statements and representations contained in Engineering’s grant application; and

WHEREAS, an Agreement with WDNR is required to accept the grant funds should they be awarded; and

WHEREAS, the City of Madison Engineering staff will complete the following tasks as required by WDNR to apply for and accept the grant: Sign and submit the grant application to the State of Wisconsin Department of Natural Resources for any financial aid that may be available, Sign and submit grant agreement between the City of Madison and the Department of Natural Resources, Sign and submit reimbursement claims along with necessary supporting documentation, Sign and submit interim and final reports and other documentation as required by the grant agreement, Sign and submit an Environmental Hazards Assessment Form, if required, and, Take necessary action to undertake, direct, and complete approved project(s),

 

NOW, THEREFORE, BE IT RESOLVED, that the City of Madison Engineering is authorized to apply for and accept the WDNR grant and will meet the financial obligations necessary to fully and satisfactorily complete the project and hereby authorizes the Mayor and City Clerk to enter into an agreement with WDNR for the grant and authorizing the City Engineer to submit the required documentation to WDNR as required by the grant application.

BE IT FURTHER RESOLVED, that the City of Madison will comply with all local, state, and federal rules, regulations, and ordinances relating to this project and the cost-share agreement.

BE IT FINALLY RESOLVED, that if the grant is awarded, it will be accepted and reflected in the 2023 Adopted Stormwater Utility Capital Budget shall be amended if the grant is awarded to increase the Wisconsin Department of Natural Resources funding sources budget authority in the Stormwater Quality System Improvements program (Munis 11665) by the grant amount of $100,000.
