Fiscal Note

The proposed resolution approves a cost sharing agreement with Dane County for the investigation of historical PFAS use at the airport. The estimated cost of the study is approximately $30,000, and the City would support one-third of study costs. Funding is included in the 2022 Adopted Engineering budget (40141-54645-00000). No additional appropriation is required.

Body

WHEREAS, the City and Dane County, along with the Wisconsin Air National Guard (“WI ANG”), have been named as responsible persons in environmental remediation actions brought by the Wisconsin Department of Natural Resources (WDNR) relating to PFAS contamination in  Starkweather Creek and from two historical firefighter training sites (the “Burn Pits”) located on the property of the Dane County Regional Airport and Truax Field (the “Airport”); and,

 

WHEREAS, the City, the County and WI ANG agree that a more complete understanding about the historical use of PFAS-containing firefighting materials at the Airport, including at and near the Burn Pits, will be helpful to the Parties;

 

WHEREAS, the City has agreed to share one-third of the County’s actual costs for a historical investigation of PFAS use at the Airport, which work is to be done by Mead & Hunt consistent with a scope of work agreed upon by the City.

 

NOW THEREFORE BE IT HEREBY RESOLVED that the Mayor and the City Clerk are authorized to enter into a PFAS Historical Investigation Cost Sharing Agreement with Dane County, in a format approved by the City Attorney, to reimburse the County for one-third of its actual costs to conduct a historical investigation of PFAS use at the Airport, consistent with a scope of work agreed upon by the Mayor and City Attorney.
