Fiscal Note

The proposed resolution authorizes a Grant Application to the State of Wisconsin for Municipal Flood Control Grant Project and amends the 2022 Adopted Capital Budget for Engineering - Stormwater Utility by an increased amount of up to $250,000.00.  The 2022 Capital Budget will only be amended upon award of the grant and in the actual amount.

Title

Amending the 2022 Capital Budget for Engineering - Stormwater Utility to allow for the application and acceptance of a $250,000 Municipal Flood Control Grant from the State of Wisconsin. (adjacent to AD 20)

Body

WHEREAS, the City of Madison Engineering - Stormwater Utility is interested in obtaining a cost-share grant from the State of Wisconsin for a Municipal Flood Control Project near the intersection of Marty and Mid-Town Roads; and

WHEREAS, A resolution guaranteeing that the City of Madison Stormwater Utility is willing and able to carry out all activities described in the state grant application is required as part of the application; and

WHEREAS, the City of Madison Stormwater Utility has declared its intent to conduct the Municipal Flood Control Grant project described in the application; and

WHEREAS, the City of Madison Engineering staff attests to the validity and veracity of the statements and representations contained in Engineering’s grant application; and

WHEREAS, the City of Madison Stormwater Utility will maintain records documenting all expenditures made during the Municipal Flood Control Grant project; and

WHEREAS, the City of Madison Stormwater Utility will submit a final report to the Wisconsin Department of Natural Resources which describes all Municipal Flood Control Grant project activities, achievements and data collected, and documentation of the project costs.

NOW, THEREFORE, BE IT RESOLVED, that the City of Madison requests the funds and assistance available from the Wisconsin Department of Natural Resources under the Municipal Flood Control Grant Program and will comply with the state rules for the program, and

BE IT FURTHER RESOLVED, that the City Engineer is authorized to submit an application to the State of Wisconsin for     financial aid for Municipal Flood Control protection purposes, sign documents, and take necessary action to submit plans and specifications for approval and authorization to advertise and receive bids to complete an approved flood control project.

BE IT FURTHER RESOLVED, that the City of Madison will comply with all local, state, and federal rules, regulations, and ordinances relating to this project and the cost-share agreement.

BE IT FINALLY RESOLVED, that the 2022 Adopted Capital Budget for Engineering - Stormwater Utility shall be amended if the grant is awarded to increase budget authority and accept the grant in the amount of $250,000.
