Fiscal Note

This Resolution proposes to amend the 2022 Adopted Operating Budget for the Community Development Division (CDD) to reflect additional grant revenue and commensurate expenditures resulting from the City's acceptance, on behalf of the Madison/Dane County Continuum of Care (CoC), of a FY20 Youth Homelessness Demonstration Program (YHDP) planning grant award from the U.S. Department of Housing and Urban Development (HUD). Under the proposed amendment, CDD's 2022 Adopted Budget will be increased as follows:

                     Revenue: +$249,000

                     Purchased Services: +$249,000

 

This Resolution also authorizes the Mayor and City Clerk to execute an agreement with Briarpatch Youth Services, Inc., to administer and implement the YHDP planning grant on behalf of the Madison/Dane County CoC, with the City maintaining fiscal oversight.

BACKGROUND

 

The Youth Homelessness Demonstration Program (CFDA #14.276) is an initiative developed by the U.S. Department of Housing and Urban Development (HUD) to reduce the number of youth experiencing homelessness -- both unaccompanied minors and youth ages 18-24 -- in communities across the nation.  HUD solicits applications from communities looking to expand their work around youth homelessness.  Communities are evaluated on several criteria, including Leadership Capacity, Community Need, Collaboration, Youth Collaboration, and Data & Evaluation Capacity.  Selected communities receive technical assistance and support from HUD to develop a Coordinated Community Plan (CCP) to Prevent and End Youth Homelessness.  HUD also provides funding that enables communities to implement the strategies identified in their CCP.

 

On May 24, 2021, HUD released a Notice of Funding Opportunity (NOFO #FR-6400-N-35), announcing its FY20 YHDP grant award competition.  As a result of this grant competition, HUD announced on September 15, 2021, that the Madison/Dane County Continuum of Care (CoC) was among the successful applicants, receiving an aggregate YHDP grant award of $2,447,820.  Partners in writing the application included Youth Action Board, Dane County CoC members, Briarpatch, Dane County (Public Child Welfare Agency), The Road Home, City of Madison, Madison Metropolitan School District, Sun Prairie School District, Institute for Community Alliances and the Homeless Services Consortium's Committee to End Youth Homelessness.

 

Up to $249,000 of this YHDP grant award is specifically earmarked for a Planning Project to be administered and implemented by the non-profit Briarpatch Youth Services, Inc., serving as the lead agency and working in collaboration with the Madison/Dane County CoC.  The City of Madison, as the Collaborative Applicant on behalf of the local CoC, will maintain responsibility for overseeing the disbursement of funds to the non-profit, as well as associated reimbursements to the City (also known as drawdown requests) via HUD's electronic Line of Credit Control System (eLOCCS). 

 

The YHDP Planning Project aims to create a system clearly designed by youth, for youth, that is welcoming, supportive and encouraging, and helps youth in achieving and maintaining housing stability.  The first phase of the Project is a planning process to create a Coordinated Community Plan (CCP).  Once HUD approves the CCP, there will be a local funding competition.  While the City of Madison is the lead/collaborative applicant for the local CoC and will assist in this whole process, ultimate funding decisions will be made by the Homeless Services Consortium's Board of Directors, who will finalize the list of projects and seek HUD's approval on those decisions.  These funds will be renewed through HUD's annual CoC Notice of Funding Opportunity (NOFO) funding process.

 

ACTION

 

WHEREAS, the Common Council has adopted the 2020-2024 City of Madison Consolidated Plan, which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,

 

WHEREAS, the City of Madison has long been integrally involved in local efforts to end and prevent homelessness, and is a member and active participant in the Madison/Dane County Continuum of Care (CoC); and,

 

WHEREAS, the Madison/Dane County CoC, in partnership with the several area agencies and organizations enumerated above, applied for and was successfully awarded FY20 Youth Homelessness Demonstration Program (YHDP) grant funds via a 2021 HUD Notice of Funding Opportunity (NOFO); and,

 

WHEREAS, the YHDP grant awarded to the local CoC via the above NOFO includes up to $249,000 for a YHDP Planning Project as described herein, to be administered and implemented by the non-profit agency Briarpatch Youth Services, Inc., working in collaboration with the Madison/Dane County CoC; and,

 

WHEREAS, the City of Madison, as Collaborative Applicant on behalf of the local CoC, will maintain responsibility for overseeing the disbursement of these YHDP funds to Briarpatch, as well as associated reimbursements to the City via HUD's electronic Line of Credit Control System (eLOCCS);

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council, upon the City's receipt of a formal notice of award and grant agreement from HUD, hereby authorizes the Mayor and City Clerk to accept a FY20 YHDP planning grant of up to $249,000 from the U.S. Department of Housing and Urban Development; and,

 

BE IT FURTHER RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into a Purchase of Services contract in an amount not to exceed $249,000 with Briarpatch Youth Services, Inc., to administer and implement the goals of the YHDP Planning Project associated with these grant funds; and,

 

         BE IT FINALLY RESOLVED, that the Common Council hereby amends the 2022 Adopted Operating Budget of the Community Development Division - Affordable Housing service to recognize the associated Youth Homelessness Demonstration Program (YHDP) planning grant and to appropriate the $249,000 in revenue and purchased services.
