Authorization to Enter into Memoranda of Understanding with the
Dane County Early Childhood Zones

There are three Early Childhood Zones (ECZ) in Dane County which are located on the Northside of Madison, Leopold School area, and Sun Prairie. The ECZ effort began in 2013 with a focus on having geographically based collaborative networks of home visiting programs supporting families. The population served include from Pregnancy until age four. Public Health Madison and Dane County (PHMDC) offers the prenatal care coordination (PNCC) and Nurse Family Partnership (NFP) program services to pregnant people that live in these zones.

The Dane County Early Childhood MOU purpose is to outline expectations and commitments among the various agencies working with families living in the zones. Strong communication and collaboration are essential when supporting families. Services provided include, support for and education about having a healthy pregnancy, promoting positive parent-child relationships, understanding how children develop and connecting to other useful community resources.
Partner agencies in the zone include
· Children's Wisconsin
· Dane County Human Services
· Reach Dane
· RISE
· The Rainbow Project
· Community Action Coalition
· Forward Services Corp (Family Stabilization Project)
· City of Madison-Early Care and Education Unit
· United Way of Dane County.

The MOU will be in effect from January 1, 2022 until Dec 31, 2022.

NOW THEREFORE BE IT RESOLVED that the Board of Health for Madison and Dane County, on behalf of Public Health Madison and Dane County authorizes the Director to sign a Memorandum of Understanding with The Dane County Early Childhood Zones to support home visitation services.
