The proposed resolution authorizes a competitively selected contract for construction management of the East-West Bus Rapid Transit (E-W BRT) project. The 3-year agreement is not to exceed $5,392,500 and will be funded from the E-W BRT capital program in the Transportation Department budget. The 2022 adopted capital budget appropriated $142.5 million for the E-W BRT program, including $115.8 million in federal funding and $26.0 million in local funding.

PREAMBLE
The proposed resolution authorizes a 3 year agreement with HNTB Corporation to serve as the Construction Manager for the East-West Bus Rapid Transit (E-W BRT), which is currently in project development. The project would consist of roughly 16 miles of BRT infrastructure and three distinct service patterns, which would overlap in the city core to provide service every 5 minutes in peak times. The project budget is $160 million and is anticipated for a Small Start Grant award in mid-2022, with construction in 2023 and 2024.

WHEREAS, the scope of services for the consultant will include: Constructability, Value Engineering, Utility Coordination Services, Project Schedule and Document Support, Pre-Bid, Bidding and Pre-Construction Phase Activities, Construction Activities, Construction Quality Control/Quality Assurance (QC/QA) Program Procedures and Oversight, Bus Line Inspection Services, Construction Community Relations, Outreach and Public Engagement, Materials Testing and Project Closeout; and;

WHEREAS, an evaluation of the single proposal obtained through the federal request for qualifications procurement process as outlined by the Brooks Act found that HNTB Corporation was qualified for this project and
