Fiscal Note
The proposed resolution adopts APM 2-53: an Alder COVID-19 Vaccination/Testing Policy to apply to alders. The mechanics of implementation of this policy for the alders have not been determined at this point but it is anticipated that any staff time or expense will be absorbed with existing resources. No appropriation is required.

SUBSTITUTE: Adopting APM 2-53: an Alder COVID-19 Vaccination/Testing Policy to Apply to Alders
Body
WHEREAS, as of October 1, 2021, 52,964 people in Dane County have been diagnosed with COVID-19, and 333 people have died; and
WHEREAS, the 7-day moving average of people with COVID-19 in Intensive Care Units in Dane County is at levels similar to early January of 2021; and
WHEREAS, 73.7% of Dane County residents have received at least one dose of the COVID-19 vaccine; and
WHEREAS, the City of Madison has a duty to promote healthy and safe practices for its employees and its communities; and
WHEREAS, as of October 1, 2021, all City of Madison employees are required to provide evidence they are fully vaccinated or undergo weekly COVID-19 testing; and
WHEREAS, the Mayor has issued Administrative Procedure 2-53: COVID-19 Vaccination/Testing Policy, which requires vaccination attestation and weekly COVID testing for those employees who are not vaccinated;
NOW, THEREFORE, BE IT RESOLVED that the Madison Common Council adopts the contents of APM 2-53: an Alder COVID-19 Vaccination/Testing Policy <https://www.cityofmadison.com/mayor/apm/2-53.pdf> to apply to alders (attached).
BE IT FURTHER RESOLVED that this requirement goes into effect with the adoption of this resolution.
BE IT FINALLY RESOLVED that the Madison Common Council encourages everyone who can to get vaccinated.
