Traffic Engineering provides radio infrastructure services on the City's radio system to both internal City agencies and external government users. Historically, external users have been charged anually for these services without a formalized contract. The proposed resolution would allow the City Traffic Engineer to sign contracts with external users to provide radio services. Revenues from radio services are included in Traffic Engineering's 2022 Adopted Operating Budget. No additional appropriation required.

WHEREAS, the City of Madison operates an ASTRO® 25 Motorola Radio System for the purposes of providing radio communications to City agencies as well as other, primarily government users who operate their own Motorola radios and communication devices on the City’s system; and

WHEREAS, Traffic Engineering’s Communications Shop is in charge of the City’s Motorola radio system and Communications Shop staff are authorized to perform programming, maintenance and repairs on Motorola radios and related equipment, and have been performing such repairs and services for City agencies and other government users, for a fee, for many years; and

WHEREAS, the current external users are:

Madison College/MATC
UW Hospitals and Clinics Authority
University of Wisconsin-Madison
US Department of Veterans Affairs
Overture Center Foundation, Inc.
State of Wisconsin

WHEREAS, the annual fees charged by the City are charged on a per-radio basis, along with hourly rates for additional time and materials, with such fees established by the Traffic Engineering division.
