Fiscal Note
The proposed resolution provides a report to the Common Council regarding the City cost of installing replacement water main along St. Paul Avenue. The total cost was $104,346.51. No additional appropriation is required.

Report to Common Council on the City’s costs associated with self-performed Public Works Construction installing 860 feet of replacement water main and miscellaneous relocations and abandonments along St. Paul Ave (AD 6).

Per MGO 33.07(6)(a)(3); pursuant to the authority provided by Wis. Stat. § 62.15(1), public construction of the public water supply system may be done directly by the City without submitting for bids where the Water Utility General Manager has determined that the Utility has the resources, expertise and capacity to perform the work internally.
Additionally, per with MGO 33.07(b); whenever any work is done by the City under sub. (a), an accurate account of the cost of the public work, including the necessary overhead expenses, shall be prepared for the Board of Public Works. Once the work is completed, the Board of Public Works shall make a complete report of the work to the Council, stating in detail the items of cost and the total cost of doing the work. The City Clerk shall publish the report as a part of the proceedings of the Council.
In accordance with MGO 33.07(6)(a)(3), Madison Water Utility self-performed the installation of approximately 860-FT of new water main, hydrants, valve and fittings along and adjacent to St. Paul Ave. Service laterals were reconnected to the new main once it was in service. The new main closed a gap in the distribution system and replaced an old and undersized 2-inch copper main. This work brings the area up to current fire flow standards, increases redundancy in the system and lessens the chance of putting customers out of water during emergencies or maintenance.
