Board of Health for Madison and Dane County Resolution #2021-15 Authorization of Budget Transfer of COVID-19 Epidemiology and Laboratory Capacity (ELC) Grant Funds

Public Health-Madison and Dane County (PHMDC) has served a central role in the response to the COVID-19 pandemic. One pillar of the response has been data and epidemiology. Establishing and sustaining a robust data and epidemiology unit has provided the county with up-to-date data on which to make policy decisions and recommendations.
PHMDC received emergency response funding for this work through the Epidemiology and Laboratory Capacity (ELC) grant the Wisconsin Department of Health Services (DHS). The purpose of this grant is to ‘support conducting surveillance to detect transmission that may be occurring in the community.’ To achieve this purpose, PHMDC has relied on internal staff pivoting their epidemiology role to serve on the COVID response, as well as an external epidemiologist consultant. As a result of sustained the sustained response and need for continued consultant support, the budget has an overage in the personnel and supplies categories.
A request to transfer funds within the ELC grant will address the ELC grant objective of conducting COVID-19 surveillance.
NOW THEREFORE BE IT RESOLVED that the Board of Health for Madison and Dane County, on behalf of Public Health-Madison and Dane County, authorizes the transfer of the amounts of the Wisconsin Department of Health Services Epidemiology and Laboratory Capacity grant as outlined, for the purpose of sustaining epidemiologist support.
