The proposed resolution amends the 2021 Adopted Operating Budget for the Community Development Division (CDD) to reflect the acceptance of $24,132 of additional EHH funds on behalf of the Dane County the Continuum of Care grant program. The proposed resolution also authorizes an amendment to the 202-2021 EHH contract with the Salvation Army of Dane County to recognize an additional $24,132 in HPP funds for its Rapid Rehousing Programs. Under the proposed amendment, CDD's 2021 Adopted Budget will reflect the following increase:

Authorizing the City of Madison, on behalf of the Dane County Continuum of Care (CoC), to accept $24,132 in additional EHH funds from the State of Wisconsin Department of Administration; authorizing the Mayor and City Clerk to execute an amendment with The Salvation Army of Dane County to provide services using the additional funds; and amending the Community Development Division's 2021 Adopted Operating Budget to reflect receipt of these funds.

BACKGROUND
The City of Madison works closely with Dane County CoC member agencies that serve people experiencing homelessness and those at risk of becoming homeless, and provides leadership and administrative support to the group. This collaborative work includes the City's administration of the State of Wisconsin EHH grant (EHH) on behalf of the Dane County CoC. EHH funds combine the HUD Emergency Solutions Grant (ESG), State of Wisconsin Homeless Prevention Program (HPP) and Housing Assistance Program (HAP), and support the following eligible activities: emergency shelter, street outreach, homeless prevention, rapid re-housing and other housing programs, the Homeless Management Information System (HMIS), and administration.
The State initially awarded the Dane County CoC $690,000 in EHH funds in the 2020-2021 grant cycle and the City entered into contracts with specific agencies approved by the Dane County CoC Board of Directors. The State recently allocated an additional $24,132 of HPP funds to the Dane County CoC from unspent funds from other CoCs, which could be used by providers currently contracting for EHH funds for prevention or Rapid Rehousing Programs. The Salvation Army Rapid Rehousing Programs were approved by the State to receive the funds. The City will enter into a contract amendment with The Salvation Army of Dane County to expand its Rapid Rehousing Programs and serve more family and single households.
ACTION
WHEREAS, the City of Madison entered into a contract on behalf of the Dane County CoC with the State on July 23, 2020 to administer $690,000 in EHH grant funds through the City’s Community Development Division (CDD); and,
WHEREAS, the State allocated an additional $24,132 in HPP funds to the Dane County CoC on September 1, 2021 to be expended by September 30, 2021; and,
WHEREAS, CDD staff contacted eligible providers currently contracting for EHH funds and determined that the Salvation Army of Dane County was the only entity to be able to expend the funds by September 30, 2021; and,
WHEREAS, in order to ensure that the funds are used by September 30, 2021, the State determined that these funds should be allocated to the Salvation Army of Dane County for use in expanding its Rapid Rehousing Programs;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the Mayor and City Clerk to amend the 2020-2021 EHH contract with the Salvation Army of Dane County to recognize an additional $24,132 in HPP funds for its Rapid Rehousing Programs; and,
BE IT FINALLY RESOLVED, that the Common Council hereby amends the 2021 Operating Budget of the Community Development Division to recognize the specified grant revenue and commensurate expenditures.
