Authorization to Accept Continued Grant Funds from WI Department of Health Services for COVID-19 Testing Efforts

Public Health-Madison and Dane County (PHMDC) proposes accepting continued grant funding from the WI Department of Health Services (WI DHS) to support the ongoing implementation of COVID-19 testing activities through the WI DHS COVID-19 Testing Pilot Program.
The COVID-19 Testing Pilot Program began August 13, 2020 and the program provides a $20 per test reimbursement to Wisconsin organizations that conduct eligible COVID-19 testing (for example, specimen collection and result communication) in community-based settings, outbreak-based settings, and in high-risk congregate settings. All public health departments are eligible for the COVID-19 Testing Pilot Program and PHMDC has been a participant since the program’s inception. The program has been approved through at least December 31, 2021.
To continue to increase access to COVID-19 testing for Dane County residents and neighbors in southern WI who accessed testing services at the Alliant Energy Center, PHMDC is partnering with 26 pharmacies and one private testing vendor through the Testing Pilot Program who have been conducting roughly 7,000 tests per month. For partners outside Dane County, PHMDC has been coordinating participation with the appropriate County Health Department. Partners include:

As an approved program participant, PHMDC submits testing data to WI DHS on behalf of partners and distributes the corresponding reimbursement for the number of tests administered by each partner. PHMDC proposes accepting an estimated $600,000 to reimburse the above listed Testing Pilot Program partners for their local COVID-19 community testing efforts.
Under the terms of the merger agreement, the Board of Health for Madison and Dane County may authorize PHMDC to accept and spend grant funds (IGA, VII, F, 1-3).
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison Dane County, on behalf of Public Health-Madison and Dane County, authorizes the Director of Public Health to accept an estimated $600,000 of continued grant funding from WI Department of Health Services to support ongoing COVID-19 testing efforts.
