Fiscal Note

The proposed resolution increases the staff for Public Health Madison and Dane County to support ongoing COVID-19 response and recovery. The positions will be funded by state and federal grants including a WI Department of Health Services American Rescue Plan Act grant to support ongoing COVID-19 response and recovery efforts. A companion resolution to accept this grant funding and amend Public Health’s budget is also being introduced (Legistar file #67409).

Public Health is adding 19 new positions, 16 of which are limited term employees (LTE) and three permanent positions. All of the positions are funded by grants in 2021 and 2022. The annual cost of the LTE positions is $1,743,000 including benefits and will be funded by grant funds through 2024 at which time the term of employment will end. The annual cost of the three permanent positions is $330,000 including benefits and will be funded by Licensed Establishment fees beginning in 2023. The Dane County Board introduced 2021 RES-174 of the same title to create the position authority on September 9, 2021. No levy funding is required.

Body

WHEREAS, Public Health-Madison and Dane County (PHMDC) continues to be on the front lines of the fight against the COVID-19 pandemic, and an ongoing effort to combat the spread of COVID-19 is essential; and

 

WHEREAS, this effort requires additional staff to focus on COVID-19 response and recovery in order to maintain PHMDC’s range of programmatic public health services; and

 

WHEREAS, PHMDC has identified the need for the following positions to support the areas of disease control, testing, vaccination, compliance, operational planning and infrastructure, communications systems, recovery and resiliency, and preparedness capabilities beginning October 1, 2021:

WHEREAS, the positions will be funded through December 2024, at a total of $5,800,000 of federal and state grants intended for COVID response, recovery, and critical public health infrastructure; and

 

WHEREAS, the Intergovernmental Agreement creating the joint City-County health department requires approval of both the Dane County Board and the City Council for the creation of any new positions; and

WHEREAS, the Dane County Board introduced 2021 RES-174 of the same title to create the position authority on September 9, 2021

NOW, THERFORE BE IT RESOLVED that the Common Council of the City of Madison approves the creation of the above position authority through December 31, 2024 for the project positions; and

 

BE IT FINALLY RESOLVED that the cost of these project positions be federal and state grants allocated to Public Health-Madison and Dane County to support COVID response and critical public health infrastructure.
