Fiscal Note

The proposed resolution amends the 2021 Public Health Operating Budget to accept $3,339,800 from the WI Department of Health Services American Rescue Plan Act funding to support ongoing COVID-19 response and recovery efforts. The funding period is March 3, 2021 through December 31, 2024. There is no local match requirement.

Public Health will use this funding, in addition to other state and federal funding, for the Department’s COVID Response and Critical Public Health Infrastructure initiative including adding 19 new positions, 16 of which are limited term employees (LTE) and three permanent positions. A companion resolution to authorize the new positions is also being introduced (Legistar file #67410). No levy funding is required.

 

 

Title

A Resolution amending the 2021 Public Health Operating Budget to accept $3,339,800 from the WI Department of Health Services American Rescue Plan Act funding to support ongoing COVID-19 Response and Recovery Efforts

 

Body

WHEREAS, Public Health Madison and Dane County proposes accepting American Rescue Plan Act (ARPA) Coronavirus State Fiscal Recovery Fund grant funding from the WI Department of Health Services (WI DHS) to support COVID-19 response and recovery activities; and

WHEREAS, this DHS allocation of State ARPA funding supports local and tribal health departments to meet their needs related to response and recovery from the COVID-19 pandemic. Funding purposes include, COVID-19 Mitigation and Prevention, Public Health and Safety Staff, Improving the Design and Execution of Public Health Programs, Addressing Disparities in Public Health Outcomes, and Investments in Infrastructure; and

WHEREAS, the funding period is March 3, 2021 through December 31, 2024; and

WHEREAS, the Intergovernmental Agreement creating the joint City-County health department requires approval of both the Dane County Board and the City Council for a new grant of over $50,000;

NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Madison approves amending the Public Health operating budget to accept these funds.
