The proposed resolution accepts a donated modular building which will be used to provide a shower and restroom facility for use by those experiencing unsheltered homelessness. The donor has indicated their cost for the building is $115,781. Engineering will approach a contractor to donate their services to relocate and install the building on a city-owned parcel. If unable to secure a donation for these services the estimated cost for the relocation is $40,000. Engineering staff will remodel the interior to provide showers and restrooms and an office for the operator. The estimated cost of remodeling is $50,000. Total costs for the building could range from $50,000 to $90,000. Costs will be covered using ARPA funds allocated for establishing an encampment for unsheltered homeless individuals.
The Community Development Division is issuing an RFP for the operator with a contract cost estimate of $750,000 - $900,000. ARPA funds are anticipated to be the source of funding.

Authorizing the Acceptance of a Donated Modular Building from BMO Harris Bank under MGO Sec. 4.29(4)
Body
WHEREAS, under Madison General Ordinances Section 4.29(4), the City may accept gifts valued at over $10,000 from non-affiliated organizations by Common Council resolution; and,
WHEREAS, BMO Harris Bank has offered to donate a modular building, with a donor’s cost of $115,781, to the City; and,
WHEREAS, City staff believe that the modular building can be used by the City to provide a shower and restroom facility for use by those experiencing unsheltered homelessness;
NOW, THEREFORE, BE IT RESOLVED that the Common Council accepts the donation by BMO Harris Bank of the modular building identified herein to the City with gratitude and appreciation as a gift under MGO Sec. 4.29(4).
