Fiscal Note
The proposed resolution authorizes City staff to administratively transfer funds between the Blair & John Nolen Drive Intersection and Blair Street projects without Common Council approval. The City initially proposed the projects separately, but later determined the projects should be conducted as one construction project to maximize efficiencies. This administrative transfer authority will allow staff to treat the two projects as one. No appropriation is required.

PREAMBLE:
The City is proposing to reconstruct streets in the following two projects:
Intersection of S. Blair St. and John Nolen Dr.
Blair Street from John Nolen Dr. to E. Washington Ave. & E. Washington Ave. from Blair St. to Blount St.
The projects will be bid, let and constructed through the State of Wisconsin Department of Transportation (WisDOT). The final plans for the projects were approved under separate resolution (RES-21-00490).
The PSE date for the project was August 1, 2021 with a contract letting date of November 9, 2021.
The City applied for Federal & State funding through two different sources for the two projects. During design it was proposed to let and construct the contract together for construction efficiencies, cost savings and to minimize public inconvenience. Staff propose to allow future budget transfers between the projects 11128 Blair St and 11135 Blair/John Nolen Intersection without a budget amendment as they are all part of one construction project.
NOW THEREFORE BE IT RESOLVED that the City staff are authorized to transfer funds without a budget amendment between the Blair & John Nolen Drive Intersection project (Munis 11135) and Blair Street project (Munis 11128).
