Fiscal Note
The proposed resolution authorizes the Mayor and City Clerk to issue a two-year Contract for Purchase of Services to Badger Swimpools Inc for Goodman Pool Improvements. The total estimated cost of the project is $275,000. The improvement project was bid and planned as a two-phase project starting in 2021. Funding of $195,000 (approximately 70% of the total project) is available in the Munis project 13467 for the work to be performed in 2021. Under no circumstance shall the contractor perform more than $195,000 in work in 2021. The remaining funding is proposed in the Parks Division’s 2022 Capital Improvement Plan agency request.

Body
WHEREAS, the Irwin A. and Robert D. Goodman Swimming Pool (Goodman Pool) opened in 2006 as the first municipal swimming pool in the City of Madison. It is currently the only municipal swimming pool, serving a highly diverse population of over 35,000 visitors each year; and
WHEREAS, in 2019, the Parks Division conducted a capital needs assessment of the facility. The flooring of the pool was determined to be in need of resurfacing, as original surfacing was reaching the end of its expected life span; and
WHEREAS, the Parks Division worked with the Purchasing Division to issue RFP # 10009-0-2021-AMAH to solicit proposals for such services, and received two (2) proposals; and
WHEREAS, an evaluation team consisting of Purchasing and Parks Division staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references; interviewed finalists and Badger Swimpools Inc was selected through this process; and
WHEREAS, to complete the resurfacing work, a two-year contract is required, and Badger Swimpools Inc proposed a contract price not to exceed $275,000 to complete the work within the desired multiple phased timeline and accomplish all of the other deliverables required by RFP # 10009-0-2021-AMAH; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract with Badger Swimpools Inc for the purposes and at the price described above, for a term of two (2) years.
