Fiscal Note

The proposed resolution authorizes the application and acceptance of three grant awards for the Police Department: a FY2020 Edward Byrne Memorial Justice Assistance Grant ($101,346), a Project Safe Neighborhoods grant award from the Wisconsin Department of Justice ($16,271), and a Project Safe Neighborhoods sub-award grant award from the Dane County Narcotics Task Force for up to $25,000. The Police Department is authorized to use the funding for the purposes of the grants, including modifications upon appropriate approvals from the grantor and any grant funds not expended as of December 31, 2021, will be carried forward until fully utilized.

There is no matching requirement and no City levy funding is required.

Body

WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, Bureau of Justice Assistance has designated the City of Madison to receive a FY2021 Edward Byrne Memorial Justice Assistance Grant (JAG) award; and,

 

WHEREAS, the JAG program supports law enforcement, prosecution, indigent defense, courts, crime prevention and education, corrections and community corrections, drug treatment and enforcement, planning, evaluation, technology improvement, and crime victim and witness initiatives and mental health programs and related law enforcement and corrections programs, including behavioral programs and crisis intervention teams; and,

 

WHEREAS, the terms of the grant require that Dane County and the City of Madison submit a joint application under one agency; and,

 

WHEREAS, Mayor Satya Rhodes-Conway and County Executive Joseph Parisi signed a required Memorandum of Understanding regarding a proposed plan for the allocation and administration of any funds awarded; and,

 

WHEREAS, previous awards have been utilized in the past to support the efforts of the Dane County Drug Court, the Dane County District Attorney Crime Response Program, the Madison Police Department, the Dane County Sheriff’s Office, and other local police departments.

 

WHEREAS, the U.S. Department of Justice has developed a nationwide Project Safe Neighborhoods (PSN) initiative to reduce violent crime, gun violence and gang activity, by linking together federal, state, and local law enforcement, prosecutors, and community leaders, to provide a multifaceted approach to deterring and punishing these illegal activities; and,

 

WHEREAS, this ongoing effort will allow local law enforcement to combat violent crime by building on the effective strategies and partnerships developed under PSN; and,

 

WHEREAS, the Wisconsin Department of Justice has made a subaward to the Police Department in the amount of $16,271 for overtime to support various data-driven initiatives to reduce violence and crime through problem solving, foot patrols and focused deterrence through September 30, 2023; and,

 

WHEREAS, the Wisconsin Department of Justice has made a subaward to the Dane County Narcotics Task Force of which up to $25,000 may be used for gun violence-oriented overtime for MPD officers on the Task Force through September 30, 2023.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and the Chief of Police are authorized to apply for the FY2020 Edward Byrne Memorial Justice Assistance Grant and accept the $101,346 from the Office of Justice Programs, Bureau of Justice Assistance.

 

BE IT FURTHER RESOLVED that advanced grant funds earning interest, up to $750, will used to support the Police Department's strategic planning process.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the grant.

 

BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:

 

Dane County will receive $24,865 that shall be used as follows:

                     $12,126 for the Human Services Drug Court treatment program

                     $6,675 to the Sheriff’s Office for emergency use LED flares

                     $6,065 for the District Attorney Crime Response Program victim/witness services

 

The City of Madison Police Department will receive $76,481 that shall be used as follows:

                     $76,481 for strategic planning

 

BE IT FURTHER RESOLVED that the Mayor and Chief of Police are authorized to accept a Project Safe Neighborhoods grant award from the Wisconsin Department of Justice in the amount of $16,271.

 

BE IT FURTHER RESOLVED that that the Police Department is authorized to accept a Project Safe Neighborhoods subaward grant award from the Dane County Narcotics Task Force for up to $25,000.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Police

Department to be used for the purposes of the grant, including modifications upon appropriate approvals from the funder.

 

BE IT FURTHER RESOLVED, that the Police Department’s operating budget is amended to appropriate any grant funds received to be used for the purposes of the grant, including modifications upon appropriate approvals from the funder.

 

BE IT FUTHER RESOLVED that the Mayor and Chief of Police are authorized to sign any award letter and/or contracts necessary to carry out this resolution.

 

BE IT FUTHER RESOLVED that the Finance Department and the Police Department are authorized to establish and maintain accounts as required for the administration of the grant funds, including modifications approved by USDOJ.

 

BE IT FINALLY RESOLVED that grant funds not expended as of December 31, 2021, be carried forward until fully utilized.
