The proposed resolution authorizes acceptance of a $50,000 grant to fund a “Carts in Parks” pilot program and amends the Economic Development Division’s 2021 adopted operating budget to appropriate the revenue and corresponding expense.

WHEREAS, interdepartmental staff team including Parks Division, Economic Development Division, Planning Division and Traffic Engineering is working with local food cart vendors and other community organizations to launch a “Carts in Parks” vending pilot program; and,

WHEREAS, The Carts in Parks pilot program will decrease barriers to vending opportunities for BIPOC/Women/LGBTQ+/Immigrant-owned businesses; and,

WHEREAS, will support other city initiatives that focus on reactivating community gathering places, offering food vendors, artists and entrepreneurs’ opportunities to build community wealth and resiliency; and,

WHEREAS, trialling street changes to improve access for people walking and biking; and,

WHEREAS, the NACTO Streets for Pandemic Response and Recovery Grant program, with funding from Bloomberg Philanthropies, provides financial support to member agencies to fund 10 cities that are centering community expertise in COVID-19 response and recovery; and,

WHEREAS, the program focuses on physical or operational changes to public space, including the roadbed, sidewalks, and other spaces such as parking lots or plazas that are being converted to support a community need; and,

WHEREAS, NACTO has awarded a Streets for Pandemic Response and Recovery Grant in the amount of $50,000 to fund the Carts in Parks Pilot Program.
