The proposed contract total of up to $1.314 million will be funded by remaining budget authority from a combination of Information Technology capital programs-Enterprise Business Solutions, Purchased Software Enhancements, and Hardware and Software Upgrades. No additional City appropriation is required.

Authorizing a noncompetitive contract with Skyline Technologies, Inc. to transition the City from an End-of-Life SharePoint solution to the SharePoint Online solution.

WHEREAS, Skyline Technologies, Inc. was awarded a contract with the City in November 2017, through RFP 8644-0-2017-JA, to assess the current state of the City’s SharePoint system and develop a plan to migrate the existing SharePoint 2010 to SharePoint 2016. Through this work, the SharePoint Technology landscape shifted to where it is no longer feasible to maintain an entirely on premise environment. It is recommended the City move to SharePoint Online to ensure this important technology stays current and integrates well with Microsoft 365; and
WHEREAS, This work is a continuation of the RFP to upgraded our SharePoint environment and will require a vendor that is familiar with our current architecture and processes; and
WHEREAS, Our current SharePoint 2010 infrastructure is End-of-Life and no longer supported. Soliciting new proposals from vendors would add two years to our timeline and require additional funding just to perform a review and produce a project plan; and
WHEREAS, To make the necessary modifications to the City’s SharePoint system and migrate to SharePoint Online, City Information Technology will need to contract with a 3rd party to assist with the migration and conversion. Skyline has quoted to complete this work at $1,314,000.00; and
