Fiscal Note
The proposed resolution authorizes an amendment to the existing contract for engineering services for the total amount of $19,440. The new contract as amended will total $282,130. Funding is available in the 2021 Adopted Stormwater Utility Capital Budget under the Stormwater Quality Systems Improvement Program (MUNIS 12750-84-174). No additional appropriation is required.

PREAMBLE
The City of Madison Engineering Division conducted the Pheasant Branch Watershed Study that identified the Wexford Pond and Greenway as an area that needs storage and conveyance improvements to mitigate flooding of homes. The City entered into an agreement with Strand Associates, Inc. for engineering services for the Wexford Pond and Greenway Flood Mitigation and Restoration Design to address needs identified in the Pheasant Branch Watershed Study (RES-21-00176). The City Engineer requested additional engineering services and recommend that they be undertaken by Strand Associates, Inc. for the Wexford Pond and Greenway Flood Mitigation and Restoration Design as defined below:
1. Analyze flood reduction benefits of land acquisition to expand the pond and greenway beyond the existing City Engineering owned property, evaluating three potential scenarios.
a. Evaluate flood reduction benefits with land acquisition expansion if all proposed Pheasant Branch watershed solutions are implemented (“All Solutions”).
b. Evaluate flood reduction benefits with land acquisition expansion with projects that are identified for construction within the next several years (“Near Future Conditions”).
c. Evaluation flood reduction benefits with land acquisition specific only to the design of the Wexford Pond...
