Fiscal Note

The proposed resolution authorizes a contract to conduct a feasibility study for improved lighting under Monona Terrace on John Nolen Drive. This 2nd Substitute to the resolution increases the contract price to reflect additional work for a review of the emergency ventilation system in the Monona Terrace tunnel. The contract cost is not to exceed $268,000. Traffic Engineering's 2020 capital budget included $75,000 in general obligation borrowing for the Monona Terrace/John Nolen Drive lighting study.

To fund the remaining costs, the proposed resolution transfers existing authority from Traffic Engineering's Wayfinding Signage project, which received $250,000 in general obligation borrowing authority in 2016. To date, only $3,000 of this authority has been utilized. This resolution transfers $170,000 in budget authority from the Wayfinding Signage capital project to the Monona Terrace/John Nolen Drive Lighting Study project.

The resolution also transfers $55,000 in 2021 appropriated borrowing authority from Engineering's General Building Improvements capital program to the lighting study project.

The total budget for the Monona Terrace/John Nolen Drive Lighting Study project will be $300,000 ($75,000 of existing 2020 borrowing authority, $170,000 in borrowing authority transferred from the 2016 appropriation for signage, and $55,000 in borrowing authority transferred from Engineering's General Building Improvements program). Any appropriation above the contract price will be used for City expenses associated with the design project.

Body

WHEREAS, the 2020 Capital Budget includes funding for engineering consultant design services to conduct a feasibility study analyzing the costs and design to improve lighting under Monona Terrace on John Nolen Drive; and

 

WHEREAS, the proposed Capital Budget amendment transfers existing budget authority from the Wayfinding Signage project into the Monona Terrace/John Nolen Drive Lighting Study project to provide adequate funding for engineering consultant design services for the completion of the project; and

 

WHEREAS, the Traffic Engineering Division has determined it can complete Wayfinding Signage efforts using existing staff resources and not outsource this work, as well as reducing the scope the project by using existing structures for signage when possible; and

 

WHEREAS, the Engineering Division transfers $55,000 existing authority from the major General Building Improvement Fund, which received $300,000 in general obligation borrowing authority in 2021; and

 

WHEREAS, the Traffic Engineering Division conducted a Request for Proposals with the Purchasing Division to issue RFP No. 8974-0-2020-BG to solicit proposals for such services, and received two (2) proposals; and

 

WHEREAS, an evaluation team consisting of Purchasing and relevant Department staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references; interviewed finalists and KL Engineering, Inc. was selected through this process; and

 

WHEREAS, to complete the consulting work, a Purchase of Services contract is required, and KL Engineering, Inc. proposed a contract price not to exceed $268,000 to perform a study and prepare a report and accomplish all of the other deliverables required by RFP No. 8974-0-2020-BG; and

 

WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;

 

NOW, THEREFORE, BE IT RESOLVED, the 2021 Capital Budget is amended to transfer $170,000 of existing borrowing authority between major program for Wayfinding Signage and major program for the Monona Terrace/John Nolen Drive Lighting Study project;

 

NOW, THEREFORE BE IT FURTHER RESOLVED, the 2021 Capital Budget is amended to transfer $55,000 of existing borrowing authority between major program Engineering Building Improvements and major program for the Monona Terrace/John Nolen Drive Lighting Study project;

 

NOW, THEREFORE BE IT FURTHER RESOLVED, that the Mayor and City Clerk are authorized to sign a contract with KL Engineering, Inc. for the purposes and at the price described above.
