The proposed resolution authorizes an amendment to a noncompetitive service contract with Fitch-Rona Emergency Medical Services District for ambulance support at the Alliant Energy Center COVID-19 Vaccination Site. This contract will be funded by $6.8M from FEMA to support COVID-19 vaccinations efforts (RES-21-00301). No additional PHMDC resources are needed for the execution of the contract.

WHEREAS, Public Health-Madison and Dane County (PHMDC) is running a COVID-19 mass vaccination site at the Alliant Energy Center (AEC), which requires emergency medical response capabilities; and

WHEREAS, PHMDC entered into a noncompetitive purchase of service contract with Fitch-Rona Emergency Medical Services District on March 17, 2021 for ambulance services, meaning at least one ambulance and EMS personnel during the hours of operation of the AEC mass vaccination site; and

WHEREAS, the amount of the contract was for a total of $50,000, at a rate of $150/hour for an ambulance and personnel, and $75/hour for a first response vehicle and personnel and for a duration through June 30, 2021; and

WHEREAS, after the contract was executed, vaccine availability increased and PHMDC received additional personnel support from the Federal Emergency Management Agency and the WI National Guard, which resulted in increased doses administered at the AEC mass vaccination site per hour; and

WHEREAS, the odds for an adverse effect in response to a vaccine increase as a function of the total number of vaccines administered and the increased throughput at the AEC site resulted in more ambulance support presence than originally anticipated; and
