Fiscal Note
The proposed resolution authorizes the third Rodefeld Landfill Expansion, as outlined in the negotiated agreement between the City of Madison, Dane County, and the Town of Cottage Grove. This agreement authorizes a vertical expansion of the landfill to 1,065 feet above mean sea level. The agreement does not impact the tipping fees authorized under the Negotiated Agreement Related to the Second Rodefeld Landfill Expansion. No additional appropriation is required.

WHEREAS, on January 16, 1984 Dane County and the City entered into a land sale agreement that allowed the County to construct and operate a solid waste facility in the City located at 7102 U.S. Hwy 12 & 18 and known as Dane County Landfill Site No. 2, or the Rodefeld Landfill (hereinafter referred to as the “Rodefeld Landfill”); and,

WHEREAS, on December 20, 1993, the County, the City, the Town of Blooming Grove and the Town of Cottage Grove entered into a negotiated agreement pursuant to Wis. Stat. Sec. 144.445 (now Sec. 289.33) regarding the first expansion of the Rodefeld Landfill; and,

WHEREAS, on April 16, 2014, the County, the City and the Town of Cottage Grove entered into a second negotiated agreement pursuant to Wis. Stat. Sec. 289.33 regarding the second expansion of the Rodefeld Landfill; and,

WHEREAS, the County has been providing solid waste disposal at the Rodefeld Landfill for nearly 40 years, and the 2014 expansion capacity is anticipated to be filled sometime in 2027. The County now wishes to vertically expand the Rodefeld Landfill to extend the life of the solid waste facility; and,

WHEREAS, on June 1, 2020, pursuant to the requirements of Wis. Stat. Sec. 289.22(1m), the City received the County’s written notification of its intent to expand the Rodefeld Landfill and its intent to establish a negotiating committee to discuss the terms of the vertical landfill expa...
