Fiscal Note

The proposed resolution amends the 2021 Public Health Operating Budget to accept $6,817,930 from the Federal Emergency Management Agency (FEMA) to support COVID-19 vaccination efforts.  Public Health estimates these funds will cover expenses (facility rental, LTE personnel, overtime, personal protective equipment, contracted services, emergency response support) at the Alliant Energy Center and mobile vaccination sites for 90 days. No additional City funding is required.

Amending the 2021 Public Health Operating Budget to accept $6,817,930 from the Federal Emergency Management Agency (FEMA) to support COVID-19 vaccination efforts

 

Body

WHEREAS, Public Health-Madison and Dane County (PHMDC) has been on the front lines of the fight against the COVID-19 pandemic; and

WHEREAS, PHMDC has been running a mass COVID-19 vaccination site at the Alliant Energy Center since December 2020 and is standing up additional mobile vaccination clinics across the City of Madison and Dane County with the goal of equitable vaccine access; and

WHEREAS, to date at the Alliant Energy Center, PHMDC has administered over 50,000 doses of the COVID-19 vaccine; and

WHEREAS, COVID-19 vaccination administration requires additional staff, supplies, and contracted services; and

WHEREAS, the Federal Emergency Management Agency (FEMA) is providing a 100% federal cost share for COVID-19 vaccination efforts and is expediting reimbursement for eligible emergency work projects; and

WHEREAS, PHMDC applied and was approved for expedited financial assistance from FEMA for a 90-day project estimated at $6,817,930 for expenses associated with the Alliant Energy Center and mobile vaccination sites, with up to 50% of the total awarded amount eligible for expedited reimbursement; and

WHEREAS, these funds will be utilized for reimbursement for costs associated with facility rental, LTE personnel, overtime, personal protective equipment, contracted services, emergency response support, among other costs; and

WHEREAS, the project timeline can be amended as vaccination efforts continue.

NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Madison approves amending the Public Health operating budget to accept these funds; and

BE IT FINALLY RESOLVED, that the Director of Public Health-Madison and Dane County is authorized to expend these funds to continue COVID-19 vaccination efforts.
