The proposed resolution authorizes Public Health Madison and Dane County to provide a 30% credit to licensed establishments for the 2021 - 2022 licensing year due to the ongoing COVID-19 pandemic and the resulting reduced services provided to these establishments. The Department estimates the cost of providing the credit to be $540,000. The cost will be funded by Public Health’s restricted reserve fund balance for the Licensed Establishments service which is $860,000 as of year-end 2020.

Resolution Authorizing Public Health Madison and Dane County to Provide a 30% Credit to Licensed Establishments for the 2021 - 2022 Licensing Year due to the Ongoing COVID-19 Pandemic and Response
Body
WHEREAS Public Health-Madison and Dane County is a local health department statutorily required to respond to public health emergencies; and
WHEREAS a pandemic was declared on March 11, 2020 for COVID 19 and Public Health Madison & Dane County has been responding to this pandemic; and
WHEREAS Public Health staff have been reassigned to assist with the pandemic response in Dane County. Sanitarians were deployed to support businesses, contact tracing, testing and vaccination; and
WHEREAS sanitarians that were reassigned were not able to provide a level of service that is normally provided to licensed establishments in Dane County;
NOW THEREFORE BE IT RESOLVED, that effective on May 15, 2021, for the 2021-22 licensed establishment renewals, the Public Health Department is authorized to invoice a 30% Covid-19 credit to all PHMDC licensed establishments that renew their licensed for 2021-22. These licenses are associated with food and drink establishments, tattoo and body piercing, hotels and tourist rooming houses, campgrounds and recreational campgrounds. Excluded are school and temporary food establishment licenses.
