Fiscal Note

The proposed resolution amends the 2021 Adopted Capital Budget for Engineering-Major Streets by authorizing a net-neutral transfer of $215,000 of existing budget authority. Under the proposed resolution, $55,000 of GO borrowing authority from the McKee Road (CTH PD) Improvements (Munis 10245) project, $135,000 of GO borrowing authority from Mineral Point Rd (South Point to Pleasant View) (Munis 11165) project, and $25,000 of GO borrowing authority from the Reconstruction Streets program (major 10226) will be transferred to the Pleasant View Road (Munis 10284) project. Funding is available in the McKee Road (CTH PD) Improvements and Mineral Point Rd (South Point to Pleasant View) projects and the Reconstruction Streets major program for this transfer.

PREAMBLE

 

The City of Madison and City of Middleton are proposing to reconstruct Pleasant View Road from USH 14 to Timber Wolf Trail in 2023.  The City of Madison is the lead agency for the project and has entered into a design engineering contract with Strand & Associates, Inc.    The City of Madison and City of Middleton are both participating in the design and shall cost share the design engineering contract. 

 

The project includes acquisition of right of way and easements for the project.  In order to save funds on land acquisition, the City is proposing to redesign an existing stormwater pond rather than purchase land for a new pond.  The City Engineer proposes that this design and analysis for the revised pond and piping system be undertaken by Strand Associates, Inc.

  

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an Amendment to the contract between the City of Madison and Strand Associates, Inc. for additional design engineering services for Pleasant View Road from USH 14 to Timber Wolf Trail, and,

 

BE IT FURTHER RESOLVED that the 2021 Capital Budget is hereby amended to transfer $215,000 of existing GO borrowing authority from Reconstruction Streets (major 10226), McKee Rd (10245), Mineral Point Rd (project 11165) to Pleasant View Road (project 10284) in the Engineering-Major Streets Capital Budget. (9th AD).
