The proposed resolution transfers existing GO funding from Reconstruction Streets (Munis Major Project 10226) to University Ave (MUNIS Project 11168) in the Engineering-Major Streets Capital Budget. The transferred funding would support additional costs of the project, including additional design services, hazardous material investigations, City staff time, and real estate acquisitions.

Authorizing the Mayor and the City Clerk to execute an Amendment to the contract between the City of Madison and KL Engineering, Inc., for additional design engineering services for University Avenue from Shorewood Boulevard to University Bay Drive and amending the 2021 Capital Budget to transfer $300,000 of existing GO borrowing authority from Reconstruction Streets (major 10226) to University Avenue (project 11168) in the Engineering-Major Streets Capital Budget. PREAMBLE
The City and Village of Shorewood Hills are proposing to reconstruct University Avenue from Shorewood Blvd. to University Bay Dr. in 2021. The City of Madison is the lead agency for the project and has entered into a design engineering contract with KL Engineering, Inc. (Contract No. 8089). The City of Madison and Village of Shorewood Hills are both participating in the design and shall cost share the design engineering contract.
The City Engineer recommends that these additional design services be undertaken by KL Engineering, Inc.:
Additional Survey for Utility Conflicts
Additional investigation for hazardous material sites
Additional design services for the Pedestrian & Bicycle Bridge
Additional design/analysis for traffic signal at University Ave/Marshall Ct
Additional design/analysis for Madison Metro Sewer District Interceptor
In addition, the increased funding will cover additional expenses for the project such as:
Phase 2 Investigations for Hazardous Materials
Additional City Staff time to finalize plans, specifications and estimate
Real Estate Acquisitions (Temporary Limited Easements approved in Transportation Project Plat)
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an Amendment to the contract between the City of Madison and KL Engineering, Inc., for additional design engineering services for University Avenue from Shorewood Boulevard to University Bay Drive. And,
BE IT FURTHER RESOLVED that the 2021 Capital Budget is hereby amended to transfer $300,000 of existing GO borrowing authority from Reconstruction Streets (major 10226) to University Avenue (project 11168) in the Engineering-Major Streets Capital Budget
