I hereby submit, for your consideration and approval, the following resident committee appointments.

 

*2/3 vote required for confirmation of non-city residents.

Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."

 

 

COMMITTEE ON SWEATFREE PURCHASES

 

SPENCER JOHNSON (4th A.D.) - appoint to the position of Student Representative on the UW-Madison Labor Codes and Licensing Advisory Committee. Mr. Johnson is a junior at the University of Wisconsin-Madison studying political science and social welfare. He is currently chair of the Student Election Commission of the Associated Students of Madison. Mr. Johnson succeeds Thomas Gundersen who previously assumed the alternate position.

COMMUNITY DEVELOPMENT DIVISION CONFERENCE COMMITTEE

 

Community Services Committee recommendation:

BRIDGET D. ROGERS (17th A.D.) - appoint to the position of Community Services Committee Member succeeding LaShana M. Miller.

TERM EXPIRES: 12-31-2021

 

 

EARLY CHILDHOOD CARE AND EDUCATION COMMITTEE

 

*MYKENZIE L. LEMBERGER, Monona - reappoint to a three-year term to the position of Child Care Worker. First appointed 11-21-2017.

TERM EXPIRES: 9-30-2023

 

Rationale: Ms. Lemberger is a current member of the Early Childhood Care and Education Committee and currently serves as chair. She is the director of The Playing Field East. The mission of the Playing Field is to provide mixed socio-economic status care: 1/3 families who can pay market rate, 1/3 families who are moderately subsidized, 1/3 families who are paying very little and are typically homeless. In her role as director, Ms. Lemberger brings a unique and valuable perspective to the committee.

 

MONONA TERRACE EVENT BOOKING ASSISTANCE ADVISORY COMMITTEE

 

*ELLIE WESTMAN CHIN, Middleton - appoint to the position of Destination Madison Representative succeeding Deb Archer.

 

Rationale: Ms. Chin is the newly named president and chief executive officer of Destination Madison.

 

 

MADISON’S CENTRAL BUSINESS IMPROVEMENT DISTRICT BOARD

 

Note: Per the Business Improvement District [BID] Operating Plan as approved by the Common Council, “Wisconsin Statutes section 66.1109(3) (a) requires that the Board be composed of at least five members and that a majority of the Board members shall either own or occupy real property in the District.  If the actual property or business owner is an entity, that entity shall designate a representative to act on its behalf.”

 

*GRANT FRAUTSCHI, Village of Maple Bluff - reappoint to a three-year term to the position of State Street Area Property Owner. First appointed 3-19-2019.

TERM EXPIRES: 1-18-2024

 

Rationale:  Mr. Frautschi is a State Street area property owner.

COLIN W. SMITH (11th A.D.) - appoint to the remainder of a three-year term to the position of State Street Area - Property/Business Owner. Mr. Smith works in business development for JD McCormick Properties, which ones multiple properties on State Street. He succeeds Patrick L. McGowan.

VICTOR E. VILLACREZ (4th A.D.) - reappoint to a three-year term to the position of Capitol Square Area Property Owner. First appointed 10-30-2018.

TERM EXPIRES: 1-18-2024

 

*JOHN B. HUTCHINSON, Sun Prairie, 53590 - reappoint to a three-year term to the position of Greater State Street Business Association Member. First appointed 1-16-2007.

TERM EXPIRES: 1-18-2024

 

Rationale:  Mr. Hutchinson is the president of Fontana Sports, located at 216 N. Henry Street, a property which he also owns. He is a long-time State Street business owner (since 1972), has served as the President of the Greater State Street Business Association and is active in Dane County Buy Local. 

 

GREGORY O. FRANK (19th A.D.) - reappoint to a three-year term to the position of Downtown Coordinating Committee Representative.  First appointed 1-17-2012.

TERM EXPIRES: 1-18-2024

EMILY M. MEHL (20th A.D.) - reappoint to a three-year term to the position of At-Large BID Property Owner Representative (representing the largest property owner in the BID). First appointed 1-17-2012.

TERM EXPIRES: 1-18-2024

 

NATHAN WAUTIER (10th A.D.) - appoint to the remainder of a three-year term to the position of Downtown Madison, Inc. (DMI) Representative. Mr. Wautier is an attorney with Reinhart Boerner Van Deuren s.c. He is currently co-chair of the DMI Board of Directors. Mr. Wautier succeeds Doug Poland.

TERM EXPIRES: 1-18-2022

 

University of Wisconsin-Madison recommendation:

*KIRSTIN E. L. DEMARTINO, Cottage Grove - appoint to a three-year term to the position of University of Wisconsin-Madison Representative succeeding Nancy J. Hoffman.

TERM EXPIRES: 1-18-2024

 

Rationale: Ms. DeMartino serves as the director of campus and visitor relations. In this role, she works with university leadership, campus and community partners, including BID staff, to provide programs and services, including campus tours, visits and outreach events.
