Request from the City Engineering Division and Wisconsin State Department of Transportation (WisDOT) to dedicate approximately 2.8 acres of fee acquisition and 27.5 acres of temporary limited easement for grading purposes at Yahara Hills Golf Course to improve USH 12 access from and to County Trunk Highway AB (CTH AB) and Millpond Road.

Body
The City of Madison, in cooperation with WisDOT, Dane County & Ho Chunk Nation have developed a project to reconstruct the intersections of CTH AB/USH 12 and Millpond Rd/USH 12. The project is scheduled for construction beginning in 2022. The project includes the construction of a new grade separated interchange at CTH AB, frontage road system and an off ramp condition at Millpond Rd.

The Millpond Road and CTH AB intersections with USH 12 are indicated as Tier 1 on the City of Madison Transportation Department’s Draft High Injury Network Map. This map was created by the department to identify key areas of safety issues in the City. Over 6 serious injuries occurred in the last five years including one fatality. With the current and expected traffic increase in the area as planned in the Yahara Hills Neighborhood Development Plan, this proposed improvement is critical to the safety in the area. The proposed design provides safe intersections for both areas, while maintaining good access to the park.

To construct the frontage road, approximately 2.8 acres of fee acquisition and 27.5 acres of temporary limited easement will be needed from the golf course property. All impacts are expected to be minor and limited to grassed areas, ditching, slopes, and trees, and not affect any functions of the golf course or its designed/developed landscape. The city of Madison recognizes the safety issues that currently exist at the intersections.
