Amending Sec. 28.151 “Car Wash” and Secs. 28.065 (TSS), 28.066 (MXC), 28.067 (CC-T), 28.068 (CC), 28.084 (TE), 28.085 (SE) to allow vacuums outside of car washes in specified districts with supplemental regulations.

DRAFTER’S ANALYSIS: This ordinance amends the zoning code to allow vacuums outside Car Washes in the Traditional Shopping Street (TSS) Mixed-Use Center (MXC), Commercial Corridor Transition (CC-T), Commercial Corridor (CC), Traditional Employment (TE) and Suburban Employment (SE). This ordinance also amends the supplemental regulations for Car Wash to require that any vacuums located outside a building must be located within the rear yard and building envelope, and at least fifty (50) feet from a residential zoning district. This will apply primarily to self-serve car washes.

The Common Council of the City of Madison do hereby ordain as follows:
1. Paragraph 16 of subdivision (a) of subsection (5) entitled “Site Standards: New and Existing Development” of Section 28.065 entitled “Traditional Shopping Street (TSS) District” of the Madison General Ordinances is created to read as follows:
“16. Vacuuming and cleaning at car washes.”
2. Paragraph 17 of subdivision (a) of subsection (7) entitled “Site Standards: New and Existing Development” of Section 28.066 entitled “Mixed Use Center (MXC) District” of the Madison General Ordinances is created to read follows:
“17. Vacuuming and cleaning at car washes.”
3. Paragraph 15 of subdivision (a) of subsection (5) entitled “Site Standards: New and Existing Development” of Section 28.067 entitled “Commercial Corridor - Transitional District” of the Madison General Ordinances is created to read as follows:
“15. Vacuuming and cleaning at car washes.”
