Title

Creating the Madison Guaranteed Income Pilot Program Advisory Task Force to provide community-sourced input, guidance, and expertise in assisting the management of Madison’s Guaranteed Income Pilot Program.

Body

WHEREAS, In the Summer of 2020, Mayor Satya Rhodes-Conway became a member of Mayors for a Guaranteed Income, a collaborative effort between former Stockton Mayor Michael Tubbs and the Economic Security Project; and,

 

WHEREAS, the guiding principles for Mayors for a Guaranteed Income include:

 

Advocating for a guaranteed income at the local, state, and federal level,

Investing in narrative change efforts to highlight the lived experiences of economic insecurity,

Inviting other cities to join us in our efforts, and provide technical assistance and funding support for new pilots; and,

 

WHEREAS, RES-20-00537 “Calling for Emergency Money to the People to provide critical relief to American families during the COVID-19 crisis and until our economy recovers; and calling on Congress to support and pass ongoing, direct cash payments” was enacted by the Madison Common Council on August 7, 2020; and,

 

WHEREAS, on December 8, 2020 Mayors for a Guaranteed Income received a $15 million grant from Jack Dorsey, CEO of Twitter and Square, to provide financial assistance to MGI member cities seeking to implement guaranteed income pilots; and,

 

WHEREAS, Madison is currently eligible to receive up to $600,000 in funding from Mayors for a Guaranteed Income to support program administration and payments to community members participating in a guaranteed income program,

 

NOW, THEREFORE BE IT RESOLVED, that an eleven (11) member Madison Guaranteed Income Pilot Program Advisory Task Force will be created that will be comprised of the following community-based representatives appointed by the Mayor and confirmed by the Common Council:

 

Five representatives (5) from community non-profits that support low-income populations,

Three representatives (3) with social welfare policy expertise,

Two City of Madison Alders (2),

Mayor or Mayoral Designee (1); and,

 

BE IT FURTHER RESOLVED, the Task Force shall conduct and complete the following actions/duties:

 

Receive detailed updates and progress reports from the Madison Guaranteed Income Pilot Program Manager and Local Research Fellow

Review best practices on guaranteed income programs, provide guidance, and develop recommendations for program staff to utilize

Help to share the results of Madison’s GI pilot program; and,

 

BE IT FURTHER RESOLVED, that the Task Force, in collaboration with the Program Manager and the Local Research Fellow, will present a final report and presentation outlining findings and recommendations from the Madison Guaranteed Income Pilot Program to the Mayor and Common Council; and,

 

BE IT FINALLY RESOLVED, that the Task Force will complete its work and adjourn sine die within six (6) months of the completion of the Madison GI Pilot Program.
