WHEREAS, there is significant community interest in providing enhanced recreational bike opportunities in the Madison Parks system; and

WHEREAS, the project is consistent with the Adopted Park and Open Space Plan by increasing recreational bicycling opportunities in the Madison Parks system; and

WHEREAS, the Parks Division intends to construct a series of Off Road Bicycle Facilities at Aldo Leopold Park starting in 2021.
WHEREAS, these facilities will consist of features such as a bike playground, pump track, wood and natural surface trail features, and bike optimized single track; and
WHEREAS, constructing these trails and facilities is highly specialized work and requires an experienced trail building contractor; and
WHEREAS, when building on a site this project type requires the builder to use their own riding experience and knowledge to create a rewarding experience for the user; and
WHEREAS, no two trail builders would interpret a site or plans the same way and must insert their own opinions, methods, and creativity, into a site that functions properly; and
WHEREAS, the designer will create the design and features as it is being built with adjustments as needed during construction to obtain a final product that matches the designers intent; and
WHEREAS, drafting plans and specifications for the work will be impractical, resulting in a design cost which equals a high percentage of the total project construction cost; and
WHEREAS, because it is impractical to draft plans and specifications , the Parks Division intends to bid this work by soliciting a Request for Proposals based on a predetermined set of criteria that will provide Parks with the best product for the site, while taking into consideration the bidders qualifications and experiences.
