Fiscal Note

The proposed resolution authorizes a noncompetitive contract with Maxim Healthcare Staffing Services, Inc. to support Public Health in COVID-19 testing, contact tracing and vaccine administration. In 2020, the contract for these services has been held between the Dane County Department of Administration and Maxim Healthcare Staffing Services, Inc. and paid for through the County COVID Relief Fund allocation. The Dane County contract expires on February 1, 2021.

This resolution authorizes Public Health enter into a purchase of service contract with Maxim Healthcare Staffing Services, Inc. to continue the services for the 1st quarter of 2021 at a cost of $1,000,000. Funding is available for the contract.

Public Health anticipates additional grant funding to continue the program in 2021 at which time a resolution will be brought forth to amend the budget. If additional grant funding is not available, Public Health may propose to fund the program through the use of fund balance. Public Health is projected to add $9 million to their fund balance in 2020.

A Resolution authorizing a noncompetitive contract with Maxim Healthcare Staffing Services, Inc. to support Public Health in COVID-19 testing, contact tracing and vaccine administration.

Body

WHEREAS, Public Health Madison and Dane County (PHMDC) has been working with Maxim Healthcare Staffing Services, Inc. to support COVID-19 emergency response efforts to supplement staffing levels in the areas of contact tracing, testing, and vaccination; and

WHEREAS, in 2020 the contract for these services has been held between the Dane County Department of Administration and Maxim Healthcare Staffing Services, Inc. and paid for through the County COVID Relief Fund allocation; and

WHEREAS, due to the ending of that funding stream and the Dane County contract expiring on February 1, 2021, PHMDC proposes entering into a purchase of service contract with Maxim Healthcare Staffing Services, Inc. to continue these services funded through the Public Health fund balance, which represents grants received in 2020; and

WHEREAS, the number of contracted staff needed for the response will vary related to the spread of COVID-19 in the community. The rates for each of the response areas include contact tracing, to be billed on an hourly basis at the rate of $28/hour, COVID-19 testing at the Alliant Energy Center, to be billed on hourly basis at the rate of $28/hour for non-medical staff and $36.50/hour for medical staff, and COVID-19 vaccination to be billed on hourly basis at the rate of $60/hour for registered nursing staff and $28/hour for administrative staff, estimated to be up to $1,000,000 for the first quarter of 2021; and

WHEREAS, MGO 4.26 requires Common Council approval of service contracts of $50,000 or more if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and

NOW, THEREFORE, BE IT RESOLVED, that the Director of Public Health is authorized to execute a service contract with Maxim Healthcare Staffing Services, Inc. for the purpose and at the price described above, for a one- year term.
