The proposed resolution amends the Planning Division’s 2021 Adopted Operating budget to accept and appropriate $7,000 of private contribution from Arts Wisconsin, Inc. and authorizes the Planning Division Director to execute an agreement with the Urban Community Arts Network, LTD to hire local artists as part of the Greater Madison Music City planning effort. No additional City appropriation is required.

WHEREAS, Arts Wisconsin, Inc. (Arts Wisconsin) is a Wisconsin community cultural development organization that selected the City of Madison to receive funding from “We’re All In” Creative Workforce Program, a workforce engagement and development initiative to put Wisconsin’s creative workers back to work during the COVID-19 pandemic; and

WHEREAS, the Greater Madison Music City team was created as a result of the Task Force on Equity in Music and Entertainment Report, accepted by the Common Council on February 26, 2019, under the resolution RES-19-00159, and file #53956; and

WHEREAS, the City of Madison Arts Program is an active member of the Greater Madison Music City team led by the Urban Community Arts Network, LTD (UCAN); and

WHEREAS, the City of Madison Arts Program wishes to re-grant these funds to UCAN to provide employment to local Madison artists as part of the Greater Madison Music City efforts; and

WHEREAS, these funds will be utilized to pay for live performances, music recording sessions and marketing campaigns to build awareness of the work of the Greater Madison Music City team; and

WHEREAS, these funds will support the community engagement efforts by the Greater Madison Music City team to provide more equitable access to stages and venues for people of color and diverse backgrounds; and
