Fiscal Note
The proposed resolution authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services with Continuum Architects + Planners to provide professional architectural and engineering consultant design services and construction administrative services for remodeling of certain city spaces on the first, fourth, and fifth floors of the City County Building.
Funding is available in the 2020 Adopted budget for the following:
CCB First Floor, completion of Stage I - Master Plan Study, Munis 12393-401-140 ($150,000)
CCB Fourth Floor, completion of Stage I - Master Plan Study, Munis 11840-401-140 ($125,000)
CCB Fifth Floor, completion Stage I - Master Plan Study, Munis 11841-401-140 ($115,000)
This resolution also authorizes a budget amendment to transfer $300,000 GO authority from CCB Fourth Floor Remodel (Munis 11840) to CCB First Floor Remodel (Munis 12393) for Stage II - Completion of design, construction documents, bidding, construction administration, and warranty phase for the CCB First Floor.

Title
Authorizing the Mayor and City Clerk to enter into a contract for Purchase of Services (Architect) with Continuum Architects + Planners to provide professional architectural and engineering consultant design services CCB Remodeling of the First, Fourth, and Fifth Floors. (4th AD)
Body
WHEREAS, the 2020 Capital Budget includes funding for architectural and engineering consultant design services for the Stage I - Master Planning (first, fourth, and fifth floors); and
WHEREAS, the proposed Capital Budget amendment transfers existing budget authority from the CCB Fourth Floor Remodel project into the CCB First Floor Remodel project to provide adequate funding for architectural and engineering consultant design services for the completion of Stage II - First Floor Remodel. This includes completion of design, preparation of construction documents, assistance in preparing bid documents, and construction administration (including the warranty phase) for the construction of the first floor; and,
WHEREAS, Continuum Architects + Planners has been selected through a “Request for Proposal” process (RFP # 8964-0-2020-BP), and is the final selection candidate in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with Administrative Procedure Memorandum No. 3-3, “Retaining Architect, Professional Engineers, Designers and Land Surveyors for Consultant Service;” and,
WHEREAS the scope of this project shall include architectural/engineering services for the CCB remodels projects that will achieve at a minimum LEED Certification-Silver per Madison Legislative File #07453 following the U.S. Green Building Council’s LEED for Commercial Interiors (LEED-CI v4) Rating System; and,
WHEREAS, Continuum Architects + Planners proposed a total fee of $751,258.00 for the aforementioned Stages I and II, and including Stage III - 4th Floor Remodel (completion of preparing construction documents, assistance in preparing bid documents, and construction administration (including the warranty phase) for the construction of the fourth floor, and including Stage IV - 5th Floor Remodel (completion of preparing construction documents, assistance in preparing bid documents, and construction administration (including the warranty phase) for the construction of the fifth floor; and
WHEREAS, assuming successful completion of the Stage I = Mater Planning phase and the Stage II - First Floor Remodel by Continuum Architects + Planners as determined by the City Engineer, and if budget authority is granted by the Common Council, the contract would be extended or amended as appropriate to authorize the contractor to proceed to Stages III and IV required by RFP # 8964-0-2020-BP; and
WHEREAS, if the contract proceeds to Stage III and Stage IV it is anticipated to be completed by April, 2026, just over 6 years, and under MGO 4.26(3)(e) service contracts of more than 5 years require Common Council approval;
NOW THEREFORE BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services (Architect) in a form to be approved by the City Attorney, with Continuum Architects + Planners to provide professional architectural and engineering design services for the Stage I - Master Planning at floors 1, 4, and 5 and the Stage II - First Floor Remodel (completion of design, construction documents, and construction administration (including the warranty phase) for the first floor of the City County Building remodeling projects.
NOW THEREFORE BE IT FURTHER RESOLVED, upon successful completion of Stage II, as determined by the City Engineer, and subject to the necessary budget authority, that the Mayor and City Clerk are authorized to sign amendments with Continuum Architects + Planners for the completion of Stage III, and for the completion of Stage IV.
NOW THEREFORE BE IT FINALLY RESOLVED that the 2021 Capital Budget is hereby amended to transfer $300,000 GO budget authority from CCB Fourth Floor Remodel (Munis 11840) into CCB First Floor Remodel (Munis 12393).
