Confirming and Ratifying Certain City Official and Employee Appointments to Outside Boards and Committees.
WHEREAS, many City of Madison employees and elected officials are asked to and do serve on public boards or committees of other government bodies, and on the boards or committees of private non-profit entities (“Outside Boards”); and
WHEREAS, many of these appointments are directly related to the service provided to the City of Madison by those employees and officials; and
WHEREAS, some appointments are formally approved by the Madison Common Council and many other appointments are not; and
WHEREAS, the City wants to be clear when such service on Outside Boards is undertaken in the employee’s or official’s role as an employee or official of the City of Madison, and thus falling within the exception set forth in Sec. 3.35(2)(b), MGO, part of the City’s Ethics Code; and
WHEREAS, the Common Council has previously approved such service by employees and elected officials by a ratifying resolution and it is now necessary to again approve such a resolution to reflect the current service of employees and elected officials on Outside Boards.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves and ratifies service by employees and elected officials on Outside Boards as set forth in the attached Exhibit A - Amended, dated September 8, 2020 January 21, 2021, and considers such service as being done on behalf of the City within Sec. 3.35(2)(b), MGO, and
BE IT FURTHER RESOLVED, that employees and elected officials annually shall report any changes in such service on Outside Boards to the Office of the City Attorney, who shall prepare a similar ratifying resolution and present it to the Common Council, sponsored by the Mayor, for approval in future years.
