The proposed resolution authorizes the Director of Public Health-Madison and Dane County to enter into a competitively selected contract with an initial term of seven (7) years and with a renewal term of three (3) years with Patagonia Health, Inc. for an Electronic Health Record system.
The contract price for 2020 of $143,650 includes installation, training, and licenses and funding is available in Munis project #12599. The annual subscription and maintenance fees for 2021 - 2030 are listed below. Funding for the 2021 fees are included in the Executive Operating Budget as amended by the Finance Committee. Fees for 2022 - 2030 will be included in each years’ operating budget request.

Body
WHEREAS, Public Health utilizes a Software as a Service contract to provide an electronic health records system with practice management primarily for the Community Health Division; and

WHEREAS, the Purchasing Division and Public Health-Madison and Dane County went through a competitive process to solicit proposals for RFP #8850, Electronic Health Records System, and received written proposals; and

WHEREAS, an evaluation team consisting of Purchasing staff, Information Technology staff and relevant Public Health staff conducted a detailed evaluation and scored each of the proposals using criteria including cost, qualifications, experience, and overview of approach; scored demonstrations from the three top scoring vendors; and scored additional demonstrations from the top two finalists; and Patagonia Health, Inc. received the highest score overall; and

WHEREAS, Patagonia Health, Inc. proposed a contract price with a first-year total cost of $143,650.00, and annual subscription and maintenance fees as follows:
2022 - $45,926.40
2023 - $47,763....
