Fiscal Note
Funding for the proposed contracted blight study services is included in PCED-Office of the Director’s 2021 Adopted Operating Budget. The annual cost of blight study services usually ranges from $15,000 to $30,000 with some years having no blight studies. The proposed contract is for up to $100,000 across a four-year period. No additional City appropriation is required.

Authorizing the execution of a contract with MSA Professional Services, Inc. and the expenditure of up to $100,000 for Survey of Condition (“Blight Study”) Services for the creation of Tax Increment Districts (“TIDs”) and Redevelopment Districts.
Body
WHEREAS, from time to time, the City of Madison (“City”) desires to create TIDs as authorized under WI State Statute 66.1105; and

WHEREAS, from time to time, the Community Development Authority of the City of Madison (“CDA”) desires to create Redevelopment Districts under WI State Statues 66.1333; and

WHEREAS, both of these actions require the completion of a Blight Study; and

WHEREAS, under MGO 4.26(3) service contracts of more than three years in duration require approval of the Common Council, and;

WHEREAS, the City of Madison issued Request for Proposals #8962-0-2020-AH (the “RFP”) for Blight Study Consultant Services on July 24, 2020, with responses due on September 25, 2020; and

WHEREAS, MSA Professional Services, Inc. submitted a proposal, which was reviewed by City Staff and determined to best meet all of the requirements of the RFP; and

WHEREAS, City Staff wishes to be prepared to respond to requests for Blight Studies while ensuring compliance with Madison General Ordinance 4.26(3) and (5):

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the expenditure of up to $100,000 for the completion of Blight Studies as required to create TIDs and Redevelopment Districts, and;
