Fiscal Note
The proposed resolution authorizes funding for a public art feature at the Metro Headquarters. This project is part of the Percent for Art program related to the renovation of the building. The estimated cost of the project is $136,000, this cost is included in the Metro Facility Improvements program budget. No additional funding is required.

Authorizing the process to select a Public Art feature for Metro Phase II and Phase IIIA
Body
WHEREAS, the Common Council adopted Resolution, I.D. 30476 on March 19, 2002 adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the Framework; and
WHEREAS, the Framework recommends the Madison Arts Commission focus on City capital projects as a primary way to introduce public art into the life of the City; and
WHEREAS, the Common Council adopted Ordinance, I.D. 47273 on October 3, 2017 adopting the Percent for Art program which requires that 1% of the total budget for certain City public works projects be set aside for public art; and
WHEREAS the 2020 Capital Budget includes $8,440,000 for repairs and improvements to the Metro Transit Facility at 1101 E. Washington Ave.; and
WHEREAS, the Metro Projects have included, from their inception, the addition of public art; and
WHEREAS Phase II and IIIA improvements, which includes expenditures on building improvements that trigger activation of the Madison’s Percent for Art Ordinance; and
WHEREAS the Metro Transit Facility occupies an entire block along the East Washington Capitol Gateway Corridor, making it a highly visible location for a major public art installation that activates the streetscape and enhances the pedestrian experience; and
WHEREAS, City staff is prepared to release a call for artists to submit their qualifications and interest for this project; and
WHEREAS, the Madison arts Commission will review those qualifications and choose up to five artists or teams of artists as finalists to prepare proposals for an art feature at the Metro Campus as part of the first phase of the selection process; and
WHEREAS, these finalists will prepare and submit design concepts for second phase of the selection process; and
WHEREAS, finalists will be paid an honorarium of up to $3,000 to the Madison Arts Commission Public Art Committee for creation of their design proposals and models; and
WHEREAS, the Public Art Framework requires public input and information sharing as part of all major public design projects, a broad spectrum of the community will be invited to open meetings of the Madison Arts Commission throughout the selection process.
NOW THEREFORE BE IT RESOLVED, that the Department of Planning and Community and Economic Development is hereby authorized to advertise for qualified artists to submit their statements of interest and qualifications as the first phase of the artist selection process.
BE IT FURTHER RESOLVED, that the Madison Arts Commission will review qualifications and select up to five semi-finalists to develop proposals to create artwork for the site.
BE IT FURTHER RESOLVED, that the Department of Planning and Community and Economic Development is hereby authorized to pay the selected semi-finalists a design fee honorarium of up to $3000.
BE IT STILL FURTHER RESOLVED, that the Madison Arts Commission will select an artist or team and proposed design for the commission.
BE IT FINALLY RESOLVED, that the Madison Common Council must approve the final design and authorize the execution of a contract with the artist prior to work commencing on this piece.
