Amending Section 2.03 of the Madison General Ordinances by creating a new Subsection (8)  allowing  the Council President to appoint an Alder from an adjacent district to a district with a pending vacancy.

DRAFTER'S ANALYSIS:  This subsection is created to allow the Common Council President to make a temporary appointment to fill a vacancy on the Council until the office is filled by appointment of the Council or by election.

The Common Council of the City of Madison do hereby ordain as follows:

 

1.                     Subsection (8) of Section 2.03 entitled “Procedure to Fill Vacancies on the Common Council” is created to read as follows:

 

“(8)                     While a vacancy is pending, the Council President may appoint an Alder from a district adjacent to the district with the vacancy, who shall have the authority to exercise the duties of the office until the vacancy is filled by appointment of the Council or by election.  The appointed Alder temporarily representing a vacant district may participate as a member of sub-Units assigned to the absent Alder, but said Alder may not cast a vote in addition to their own vote during either sub-Unit or Common Council meetings.
