Fiscal Note

The proposed resolution authorizes the Mayor and City Clerk to enter into a competitively-selected service contract with Dean Health Systems Inc. for occupational health services. Exams are offered for 384 commissioned staff and flu shots for all MFD staff. The cost of an annual exam ranges from $437 to $722. There were 187 exams in 2019 and 115 are anticipated in 2020. The Fire Operations service’s 2021 Executive operating budget includes funding for the services provided under this contract (MUNIS #54525). The estimated cost is $75,000 to $90,000, depending on the number of employees receiving medical exams.

The initial term of the contract is two years, with two optional renewal terms of two years each. The cost proposal includes a 0-5% increase for the renewal periods. At the renewal time, Dean will submit an updated fee chart for the City to consider.

Body

The Fire Department health evaluation program was developed to be in compliance with National Fire Protection Association Standards-1582 for occupational services. Standard 1582 extensively covers the medical services required for firefighters.  We have required mandatory medical exams for the Department members on the hazardous materials team, voluntary medical exams, respirator requirements, employee exposures and pre-employment medical exams.  

 

WHEREAS, the City needs occupational health services for employees that meets the needs of all City agencies; and

 

WHEREAS, the previous contract expires on December 31, 2020; and

WHEREAS, the Purchasing Division and Fire Department through a competitive process solicited proposals for RFP #8945, Occupational Health Services,  and received one written proposal; and

WHEREAS, an evaluation team consisting of Purchasing staff and relevant Fire, Risk Management, and Police Department staff conducted a detailed evaluation, scored and ranked the proposal using criteria including cost, skill, equipment, past performance, and references; and Dean Health Systems Inc. received the highest score; and

WHEREAS, Dean Health Systems Inc. proposed a fee structure based on the services and lab testing performed, ranging from $9 to $355, with the average annual exam costing a total of $437 to $722,

WHEREAS, the City’s RFP advertised the contract as a 2 year contract with the option for three additional renewal terms of two years each; and

WHEREAS, under MGO 4.26(3)(e) service contracts of more than 5 years in duration require approval of the Common Council and optional renewal terms are to be counted in the total;

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract on behalf of the City for occupational health services with Dean Health Systems, Inc., for the purposes and at the price described above, for an initial term of two (2) years, with two (2) optional renewal terms of two (2) years each

 

BE IT STILL FURTHER RESOLVED, that all City agencies can access the occupational medical services provided under this contract.
