The proposed resolution authorizes the Mayor and City Clerk to execute an agreement with the City of Middleton for improvements to Pleasant View Road from the Timber Wolf Trail to U.S. Highway 14. The total estimated project cost is $30,051,735, with the City of Madison contributing $2,630,601. $2.3m is available in the Capital Budget for Engineering - Major Streets, Pleasant View Road (MUNIS 10284), with an additional $1.56m included in the Adopted Capital Improvement Plan in 2023 to support construction.

PREAMBLE

 

The City of Madison and City of Middleton are proposing to reconstruct Pleasant View Road from Timber Wolf Trail to US 14 in 2023. The project includes the reconstruction of Pleasant View Road/Blackhawk Road, Pleasant View Road/Greenway Boulevard, and Pleasant View Road/Quarry Road intersections. The Cities applied for Federal Funds in the Surface Transportation Program Fund and the project received approval for 60% Federal funding of Construction.

 

The City of Madison and City of Middleton are participating in the construction and shall cost share the construction contract. 

 

The project will be constructed under a contract let by the Wisconsin Department of Transportation (WisDOT). The City of Middleton has an Agreement with WisDOT and will be required for funding, oversight and construction. The City of Madison will reimburse the City of Middleton for construction costs within City of Madison. Each municipality shall approve design changes and change orders during construction within their own municipality boundaries. The proposed project is planned for construction in the year 2023. 

 

The City of Madison and City of Middleton propose to enter into an agreement for construction and cost sharing of the proposed project.  The basis for cost sharing participation is as follows:

 

                        

1)            Design Engineering:        All design-engineering costs necessitated by the street reconstruction are 100% Local Funding. 

 

2)            Local Utilities:  The City of Madison and City of Middleton shall pay for 100% of the cost of installing or adjusting new water and sanitary sewer mains within their own municipality boundaries.  The City of Madison and City of Middleton City assumes full responsibility for the design, installation, testing and operation of the sanitary sewer and water system within their own municipality boundaries.  Each affected local municipality shall pay for 100% of the costs for installing or adjusting new or existing local utilities.

 

3)            Street Improvements:   WisDOT shall pay 60% of the costs for pavement, concrete curb and gutter, storm sewer, street lights, traffic signals, drive aprons, base material, multi-use path, sidewalk, terrace restoration and all other necessary street improvements for completion of the project, through administration of Federal funding.

 

The proposed indemnification language has been reviewed by the City of Madison’s Risk Manager.  The City of Madison’s risk exposure is increased by this clause, but the exposure is covered by the City of Madison’s insurance policies, subject to their terms and conditions.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute and agreement with the City of Middleton for the improvement of Pleasant View Road (Timber Wolf Trail to USH 14).
